Gibberish in Acrobat after selecting Edit PDF

I cannot control the OCR function in Acrobat. It runs automatically as soon as I choose Edit PDF. The checkbox "Recognize Text" does not appear and even if it did, it would be too late because the OCR has already changed everything it didn't recognize to gibberish. What does appear is "Restrict Editing" and that doesn't seem to do anything. This only recently started happening. I used to be able to edit without the gibberish. This is starting to give me existential despair.
