Guidebook from multiple PDFs

I am making a guidebook that will have abridged info from multiple rulebooks (all pdfs). Basically taking the most important information from each rulebook to have in one place.  I am new to adobe cloud and do not know where to start app wise.  Is it easier to edit the pdfs then put them all togther?

PDF files are not suited for that purpose. You can extract entire pages and combine them as a new file, but extracting parts of different pages is going to be extremely difficult. You're better off exporting these files to an editable format, such as a Word document, combine them there and then create a PDF file when done.

Opening the PDF files in Illustrator, especially when they come from different sources will generally give you many problems with fonts that are not available and many objects in clipping paths.

If you do not need to edit them, but can use parts of those pdf's by clipping them, like newspaper clippings, you could place them linked and use the crop image option to clip parts.

Do you only have PDF files, or do you have the source documents used to make the PDF files?

I download the rulebooks from the official websites of all different competitions.
