"hand" tool is not default when opening PDF, select tool is being used

Hello

I have a user that is wanting the Hand to be default when opening a PDF.  Currently when opening a PDF a select tool is being used as default.  "always dsplay the keyboard selection cursor" is unchecked in Preferences> Accessibility.  I looked to see if  checking the option helps, with no luck.

 

He is running version 2022.003.20310 of Adobe Acrobat Pro.  I also ran a repair installation and check for updates, with no improvement.

 

Anyone know of a way to make a pdf open with the Hand tool selected be default?

Menu > Preferences > General > "Touch Mode" and there is an option box, then select "Always"

No, but when you use the "Use single-key accelerators to access tools", you can just hit the "H" key and the handtool will be selected. That's how I get to the hand tool.
