Help with arrows and text objects movement

Hi,

I have a problem with Acrobat 11.0.15, within a PDF, whenever I create a comment, text box or line and try to move it around or rotate it, it only moves in very large jumps, not a smooth fluid path. This makes it impossible to position these objects where I need them to go. Can anyone suggest a reason why this might be happening? I don't have the same problem with any other applications like microsoft powerpoint, for example.
