Help with changing underline color. It wont let me!

Hi! I am trying to change the underline color of this document under the fill in box (I want it to be blue like the text). I tried using Adobe Express but the formating of the entire document was affected.

This is not a part of the field, but a graphic element on the page. You need to use the Edit Text & Images tool in Acrobat to be able to change it, and even then it might not be possible. PDF files weren't really meant to be edited in this way.
