How does you combine the files?

As already mentioned, you can save a PDF from Photoshop (File> Save as> Photoshop PDF), alternately, you can place the 51 tiffs into InDesign pages and export to a multipage PDF (the extra tiff is for the common card back). The export settings, which will determine the resolution, depends on your final output. (minimum 300 dpi, possibly higher). Don't forget bleed.

What is the resolution and the ppi value of your Tiff files?

What are the parameters you use to convert to PDF?

Generally speaking: if you select "high quality print" the quality should be great.

Do you happen to have Photoshop? It has full flexibility over PDF creation.
