highlight tool will not remain on in reader for windows 10

Why does the highlight setting not remain on when I turn it on? After highlghting selected text it then turns off. I have to turn it on again manually. This never used to occur.

Open the Comments panel and click the thumb-pin icon:

Thanks but that solution only allows me to select the highlight tool from another tool bar each time i want to highlight text. It does not keep the highlight tool on.  I have also removed and reinstalled the program to force it to revert to default settings. There seems to be a bug that will not allow highlighting to remain on.
