Highlighting does not work

When I try to highlight something using COMMENTS, it will want to highlight a whole section. I used to be able to just highlight a single item. I show "Up To Date" in Adobe Cloud.
 
Also, I can't EDIT  a simple letter Created in Word or Docs because of this issue. I can't just change one word.
 
I am using Adobe Acrobat Pro and Windows 10
