How can I create a FREE FORM PDF form with fillable fields.

I don't want to use the forms wizard as it requires the user to begin with a doc or scan.  Scanning looks sub par.  I've uploaded word 10 docs  and also tried word 2003 docs and I get the same message over and over: "an unexpected error occurred. PDFmaker was unable to produce an adobe pdf."  Sigh.  Can't I just freeform it?
