I want to send a document for signature to many recipients, but I want them to receive at the same time, not in a certain order...

As per the issue description mentioned above, you want to send document for signature to multiple recipients at once, is that correct?

Use Adobe Sign. Documents may be sent in parallel to all recipients, and the signatures collected when each recipient signs. The final document you receive will have all signatures. If you just mail to multiple recipients, you will get 'n' copies back, each with one signature.
