Oh, I assumed you were using Acrobat DC, I don't think Acrobat X has the Action Wizard, but you should still be able to create an action with the desired settings.

You can create an Acrobat action to apply these settings to a PDF or folder of PDFs.

Go to Tools> Action Wizard> New Action> Document Processing> Set open Options.

There's no such thing as a global setting for all PDF files. How are you creating your files? It might be possible to set it in the preferences of the application that's creating them.

Well, that's the question. I couldn't find a way to set these preferences in Acrobat X. But Luke had an interesting advice.
