How can I turn off tabs in Adobe Acrobat Pro DC?

If you just want to look at files side by side there are easier ways, let us know.

Go into Acrobat's Preferences, then select the "General" category. Here you will find a setting "Open documents as new tabs..." - deselect that. After restarting Acrobat, you should no longer have  tabs.
