How can you create a PDF, aa XI v11.0.18, that allows you to open a word or excell file that was attached to it

Question

We have a pdf file with some attachments and action buttons to open them. It will open attached PDF files, but not Word or Excel. The Preference Trust Manager "allow opening of non-PDF file attachments with external applications" has no effect. Works ok with some machines, not others. The systems in use are enterprise builds so settings are identical across the platforms best we can tell.

Are there other settings that might effect this that are known?
