How do I add text to a PDF

I'm trying to enter the date on the IRS W-9 form. They didn't configure the form properly so it's not a field that accepts normal input. Whenever I try to add text in Acrobat Pro DC I get the following error:
"This form cannot be edited in Adobe Acrobat. Please use Adobe LiveCycle Designer to edit this form."

I have a full subscription to Adobe Creative Cloud and I can't find LiveCycle Designer anywhere. One of the primary reasons why I have a subscription is so I can edit PDFs. How do I edit this PDF?

Ah, is this the signature date? Yes, very specifically not fillable. You have to print it, sign it, date it.

You cannot. This is a special kind of PDF that cannot be edited, only filled - as the designers meant. I would say to take it up with the form designers, but I'm not sure they are very responsive.
