How do I create a fillable form, not intended for distrbution or tracking?

Ok so you've already created a form. Your issue with saving data in Reader.  It's good to state the actual issue so it can be answered.

Originally Reader was just for reading documents, hence the name. But Adobe created a special sauce that can be added to a PDF form so that Reader will save the form with user entered data. You can add the special sauce to your form in Acrobat X from the

File > SaveAs > Save as Reader Extended PDF menu item.

However, eventually Adobe kind of gave up on this special rights for Reader thing and now anyone with the free Reader DC can save a form. So, you don't really need to use the special SaveAs. The reason it's not working is that you are using an old version of Reader. Update to Reader DC and there will be no problems.

Open your (pre-)form document in Acrobat Pro and select the Prepare Form option from Tools Panel.

Add fields to the document.

That's it.

Yes tried that several times using X Pro. Saved to desktop. Afterwards, when I open the PDF with "Reader", it wont allow me (the user) to save a copy. Only a blank copy.

Ultimately, I just want to send someone who is using Reader to fill out the form and send back to me via regular e-mail. I can so this with other non-Adobe fillable form software. Prefer not to go there unless I am forced to!
