How do I create a fillable form other users can fill, print, but are not able to save changes to?

Everything I've seen directs me to change security settings, but I don't want to lock people out of the document, and when I allow people to fill in fields they save the changes and ruin the form for future users.

How can I restrict saving?

Change security settings. That’s what you need to do, and I don’t understand your concern. Just make the file AND the directory it lives in, read only for people who don’t need to change it. This should be standard for all your key files. It is nothing specific to PDF files.

I am using Acrobat Pro DC and an MacBook.  I am saving the pdf form to a file in Dropbox.  How do I make the file and the directory read only?

Dropbox is read-only by default, to anyone but yourself. The users have to download the file to the local system to be able to view it, anyway.

You can't, unless you have full control over the file and the folder it is in, in which case you can set them as read-only. The closest you can get to it is to add a script to reset the form before it is saved, but this is very bad practice and might seriously annoy your users. This too can be overcome, though, by simply disabling JavaScript in the application.
