How do I get vertical lines to go with text?

Hello, I had to create a form for work where we need the lines all the way across to shift down with text and I can't figure it out and the customer service people with Adobe when I call can't understand what I'm saying. In the attached picture, the line circled needs to shift with text.  Please help!

This is something that needs to be done before the file is converted to PDF. Once converted, it will be extremely difficult to make such adjustments to a table. You will have to adjust each one of its lines separately, basically. And then adjust the text.
