How do I made a PDF into a fillable form?

Hi there, 

I am an absolute beginner with zero knowledge so bear with me. I am using Adobe Photoshop CC 2019 and need to make a few PDF's into a fillable form. Some of them require small buttons  and some of them require users to add text. 

This had previously been done by a colleague but he has since left and the forms now need updating. Youtube and most of the discussions on here seem very insightful but I have no idea what half of it means!

If someone could break it down for me or explain what tools to use, that would be great.

The tool for making PDF forms fillable is "Acrobat". Acrobat is paid-for software included in the Creative Cloud all apps subscription. It is not the same thing as the free "Acrobat Reader".

Thank you, luckily I have Acrobat and I've just figured it out thanks to the link above. 🙂
