How do I prevent people from inserting digital signatures in a pdf form?

I'm creating a fillable pdf that is being distributed to several departments. Each department needs to OK something on the form. We have a name field for people to put their name, but we've added default text that says "Type your name here - DO NOT insert a digital signature" and people are still ignoring that, which screws up the pdf for everyone else.

How can I adjust the pdf so that it will not allow digital signatures?

Have you considered applying an initial certification signature which allows form fill-ins. This should restrict people to use the existing field as they are.

I don't think you can do that. Inform them that if they do it you won't accept the file back from them. After a couple of times of this happening, you'll see they'll get the idea...
