How do Marked Redactions made on a document in Adobe pro appear to a Adobe standard user?

I`m trying to make a business case for Adobe plus for the redaction tool. There is an argument that only the people who review the documents need the extra tool and those who review those redations do not need the tool. I believe it is simpler if they did however, I need to know exactly how marked redactions made by Adobe Plus would appear to the basic Adobe user. Would they see the marks, would they be able to see any redaction text that had been applied as part of the redaction mark? etc.

We are sorry for the trouble. Redaction is the process of permanently removing visible text and graphics from a document. You use the Redact tools to remove content. In place of the removed items, you can have redaction marks that appear as colored boxes, or you can leave the area blank. You can specify custom text or redaction codes to appear over the redaction marks.

Thankyou for your response, but that much I already know. My question is; how does the content marked for redaction (i.e. Redactions that have NOT been applied) by an Adobe plus user appear to a standard adobe user.
