How do remove or keep the small shortcut toolbar from popping up in edit mode

When I edit a pragraph, a small toolbar pops up and is always in the way of the cursor. IT's extrememly annoying.

Hope you are doing well and thanks for reaching out.

 

Please go to Preferences (Ctrl, Cmd+K) > General + Uncheck 'Show Quick actions on text selection' > click OK and reboot the application and see if that works.
