How do you make the PDF fillable on the desktop copy?

I have a created a PDF file but I'm not able to create fields so my client can fill and print from their desktop.  I'm using Adobe PDF services and there is only an option to fill while in the cloud.

As per the description mentioned above, you want to add fields on a pdf so that the clients you send the form to, can fill and print the form using their desktop application, is that correct?

You can create fillable PDF form using your Acrobat Pro DC subscription.
