First off, you're not getting ripped off, you just can't download PDFs from a website using Adobe Acrobat Pro, Adobe Reader or Adobe Reader Mobile app.
That is done via webbrowser not a PDF viewer mobile app.
You must check what the browser settings are set for.
If the problem that you're describing is associated with a PDF link opening up automatically in the web browser, you need to configure the settings in that web browser to download the file instead of opening automatically in the browser, and also configure it to ask you everytime so you can get that choice every time you tap on a link.

You seem to be using a mobile device, running the free Adobe Reader mobile app with a paid subscription of Adobe Acrobat Pro DC .
This paid subscription to Premium unlocks some limited PDF editing features and capabilities and it has nothing to do with not being able to download a PDF from a court house.
Third, since you've mentioned that you're using Android, you have to check in that website or with the court clerk IT support what do they recommend to view these type of documents with.
Not all PDFs are created with software that will result in no compatibility issues when they get exported to a PDF file format.
Just remeber, Adobe Reader mobile app is not a browser, it is a PDF viewer with limited capabilities in comparisson to the full desktop versions.
If , on the other hand, your question was phrased indicating that you cannot open the PDFs after a successful download to your mobile device, then this inquiry would've make more sense.
