How is rotate view different from rotating pages?

Hello, really trying to understand the difference between the view/rotate view command in acrobat 11 pro and just rotating pages.

Is the only difference that one rotates all pages and the other gives you the option of rotating only certain pages?

Rotating the view doesn't actually change the file. Rotating the pages does.
