How to allow people to fill a form (checking checkboxes) in a shared PDF without downloading it

I want to share a checklist PDF where people can just check the boxes, and I can see which boxes they checked. I don't want them to download the PDF. I've tried the "preparing form" function and the "save as other>reader extended PDF>enable more tools (include form fills and save)", but then when I shared the PDF, others still cannot simply check the checkboxes online. The pop-up message said "shared PDF cannot be modified". Any workarounds?

In order to view a PDF file it must be downloaded first, even if just as a temporary file.

You could use an online form-building platform like Google Forms or Typeform. These allow users to check boxes online without needing to download a PDF.
