How to change the Login Name that pops up on comments and sticky notes ?

Do you mean the Author name? You need to first go to Edit - Preferences - Commenting and disable the option to use the Login Name as the Author, and then right-click a comment, select Properties, edit its Author value and then click the box to make the current properties the new defaults.
