How to create a document in PDF/UA format?

How do I create a document developed using Adobe Framemaker 2020 into PDF/UA format? Does it mean when I tagged the PDF or enabled tagging of the PDF the document is already in PDF/UA format? Note that I already enabled PDF Standards in Acrobat Pro DC but only PDF/A, PDF/E, and PDF/X are available by default? Does that mean that I have to create a custom standard?

As I understand it you don't make a PDF/UA the way you make, for example, PDF/A-1b. Rather, PDF/UA is a set of rules for validating your work to make sure it is actually suitable.  Much info on PDF/UA https://www.pdfa.org/wp-content/until2016_uploads/2013/08/PDFUA-in-a-Nutshell-PDFUA.pdf 

Acrobat understands about PDF/UA and can do limited validation.

Note that complete validation can only be done by a trained human, not by an app.
