How to create a form freely available to use

I need to create a form which people can download from a website, and then use for an agreement between themselves and others.

This form will be a freely available standard contract, not between me and others, but between those who download it and those they work with. So it needs to be able to be filled in and sent to another person, who will also make changes/sign it. I don't need to track who is using it. People need to be able to use it without downloading any other software, just adobe reader or some other free document.

Is it possible?

It sure is - if you create an "Acroform" using the "Form" tools in Adobe Acrobat you can post it anywhere for others to download and use as long as you do not add restrictive security.  There are many tuturials online for creating a form in Acrobat:
