How to create a PDF Fillable Form

Hello
You may get this question over and over and yes, I did a search but cannot find what I want/need to do.
So, what is the best way to create a fillable form using Acrobat?
Or?
Should I use another program like Illustrator, InDesign?
What is the best way?
How do you do that?

Here is my problem now.
I received a pdf form file that was edit in god knows where, because yes, is a PDF but is kind of mess up.
For example, most text boxes are not aligned so if I want to edit anything, the boxes overlap each other
and is almost impossible to select anything without moving something that I don't want to move.
Do you know what I mean?
So, I thought that the best, fastest and better way is to recreate the whole Enchilada.

I had very little experience with Acrobat, I used it almost every day but just to sent files, not to modify them
INSIDE the program.  However, I can make my way around.

I have the latest Acrobat installed (I'm a paid subscriber to the Adobe stuff) so that what I have.

Any help will be appreciated A LOT!

In Acrobat use Tools > Prepare Form. There you can select form fields and move them.

Unfortunately, he probably doesn't have LiveCycle Designer. Which means he will have to probably create the form from scratch. So the question remains, what is the best way to create a form in Adobe Acrobat?
