How to create a TOC from Bookmarks

I have Adobe Acrobat Pro DC, combined files into 1 file with bookmarks.  I found an article on internet that simply indicates to add the "plug in" for table of contents and then you can create your TOC based on the Bookmarks.  I do not see a plug in for TOC though.  Without using Word, is there a quick step to create a TOC in a PDF (based on file names in the Combine dialog and/or bookmarks)?
