How to create multi-page PDF with background and selectable text?

Hi!

I need to create a PDF document like the one here: https://erc.europa.eu/sites/default/files/press_release/files/erc_press_release_adg2015_results.pdf

- It has a background that's non-selectable
- It has text on multiple pages that can ALL be selected with ctrl+a

How do I do that?

There is nothing magical about the PDF file you point to. It was created from a simple document in Microsoft Word.

The “background” is two logos, one at the top and one at the bottom of the page. They are in fact selectable.

All text on all pages can not be selected by Ctrl A on this document or any other documents with Acrobat or Reader.

Thus, if you create a PDF file “like the one here” you are ​not ​going to have any of the characteristics that you are requesting!
