How to delete pdf files

I am not able to delete files that I have created.  I get a message that the file is open in Acrobat.exe even when Adobe is closed.  After updates, the problem is temporarily solved but invariably a new file becomes the one that can't be deleted.  Sometimes, it's a map, sometimes an aerial and the title of the file varies.  Any suggestions?
