How to edit PDF to improve conversion to Word which is necessary before translation?

I need help to improve conversion of PDF to Word after trying Enterprise Solutions for Google, Acrobat and Microsoft; my PDFs are Product User Manual (in foreign language) which typically contains Tables and Pictures.

Text within Tables are either:

1. incorrect OCR
2. font size enlarged and text are not entirely visible until they are manually reduced

Are there tool to remove following obstacles?

Some elements are known to be:

• Footnotes that span more than one page
