How to have text show

On Acrobat standard (paid). I'm starting to think this is a VERY basic function they're locking behind a paywall. 

 

-I make a rectangle on a document and fill it with a color. Great, works fine. I want to add text IN that rectangle. Text always ends up behind it. How do I get around this?

 

-Second issue. I just want a text box with white background and black letters. How do I do this?

Text cannot be added to rectangle annotation. You could combine a text annotation with the rectange, but an easier solution is to use a text form field.

The Text Box commenting tool would work.

What tools are you using? It sounds as if you are using the commenting tools.

This is what im using. The white text box is what im trying to do. Had to upload a screenshot of what I was able to do on a free app on my phone. Either a text box with white background, or a white rectangle with text OVER it would work. However it can be done thats all I'm trying to do.
