How to improve OCR non-tabular nor paragraph format in PDF? I tabularize by hand

My experience is Scan & OCR Tool works correctly for text that are aligned such as spreadsheet; Otherwise, I am getting no Text Recognition.

Example are text within Diagrams (Flowcharts and Product Operating Procedure)

My workaround is

1. remove lines
2. tabularize.
