How to lock text and edit over it in Acrobat Pro DC?

I believe you are simply asking about how to make an interactive PDF form.

A PDF form has base text and form fields, that can be filled out using Acrobat or Reader.

Just google Acrobat forms for a plethora of information, or go to Tools> Prepare Form.

If you really want to make the base text hard to edit, you can convert it to an image, then add form fields on top, but I don't think that's what you really want or need.

Hmmm... not entirely sure I understand the question, but let me give it a try:

• My basic instinct says you could do this by adding basic password security to the form.
• As long as you know the password, you could edit the PDF at any stage when entering the password, but in turn you could prevent others from editing the PDF.

1. Choose File > Properties
2. Click on Security Tab.
   
3. Select Password Security, and in the Password Security - Settings dialog box enter the required security settings
   

If at any stage later you want to edit the PDF again:

1. Return to File > Properties
2. Click Security Tab, and set Security to No Security, then enter the password to 'unlock' the file again
