How do i make a pdf-document editable for any user?

Only users with Acrobat (Pro or Standard) will be able to edit the static contents of a PDF file, but this is really not a good idea. If you want to get user input have them use form fields or comments.

Im using the Acrobat DC Standard. Does it require to use DC Pro to make the contense of the document editable, both text and forms?
