How to make an interactive pdf simulator

I work for a credit card company and not everyone on my team has a credit card for the company I work for. The website gets updated constantly and a manager made a simulator but it's 5 years old so it doesn't help enough anymore. 

 

As an employee, I now have a CC for the company I work for and want to create a simulator within Adobe pdf so agents on my team can help guide customers on how to do stuff online.

 

I took screenshots. What's the best way to create a pdf simulator you'd click on a certain area of an image and it would go to an assigned image?..

 

The simulator made in 2019 by someone else is a pdf.

Yeah it would be a pdf that has one image per page but you would click on a part of the image and it would bring you to one of the images in the same pdf or if you clicked on a different part of the same image it would bring you to another image.

 

 

 

So picture the first image having maybe 10 things you could click on and you would click on a part of the image that contains a word like Home, My Accounts, Transfers, Payments, etc. And depending on what you clicked it would bring you to the screenshot showing that page.

You can use buttons with 'Go to a page view' action.
