How to really secure a PDF from 3rd party unlocking

Have searched high and low on this topic but never found a solution.

Am trying to secure pdf docs with acrobat DC that can not be unlocked with 3rd party apps like small pdf unlock and etc...

Have received some pdfs that can not be unlocked by these apps so assume there is a way to do this..

As far as I know, DRM technology is the only possible way. If you could share such an file we might be able to provide more details on how it was protected, and whether or not it's really "unlockable".
