How to stop each image drawing from individually in PDF (crawl down)

I must create a large PDF storyboard (about 198x198") with approx 40 images. This is a recurring project. In both Acrobat Pro X and Acrobat Pro DC (which is unbearably slow), I get what Adobe calls "crawl down" meaning each image loads individually. This is slowing our work process to a crawl. It happens both on Mac and PC. I am using a Mac running High Sierra, but the original files are created on a PC. The process is Photoshop, to Illustrator, to Acrobat. We really need to solve this and be able to view this large PDFw without the constant redraw. Thank you!
