I am looking for a way to securely create a pdf for 130 individuals, so that it is theirs but can not be shared with others. Is there a way to automate this action?

I am working on a project with intellectual copyright issues. There will be a single pdf securely generated and placed on a flash drive for each person. These will be distributed to a class of 130 for their use only. The client does not want information transferred or shared with others, is there a good way to do this?
