I have 3 PDF files I am trying to combine but it is failing because it says they are password protected

If an action or the result of an action will result in something that has been restricted by password protection it will be blocked.

Have you checked each PDF file you are trying to combine to see if  any security has been applied by the creator?

When you are creating PDFs have you turned on the security or protection feature of Acrobat or in your application creating the PDF?

Have you or your employer established a security policy for Acrobat or Reader?

You will need to remove the protection.

I'm replying because I'm trying to figure out how to combine my files. My files are not password protected but that is the error message I keep receiving.
