I am trying to create a fillable form in Adobe Pro.

I have added a header, and within the header I have placed fillable text boxes. When I test the form, I am not able to fill the text boxes within the header. Is this something that can be fixed? Wondering if I am missing a setting or something. Any help would be greatly appreciated.
