I am trying to edit grayscale bitmaps to 300 ppi via photoshop

but the images revert back to 99 ppi when I run preflight. Previously, I was using the image exchange feature of Adobe, but that did not work, the images are around 100 ppi only (even though Photoshop shows them as 300).
