I am unable to open any dialog box in Adobe Standard DC.

When I attempt to open any dialog box in Adobe Standard DC, I get a very oversized page that is either blank or has useless information.  I will attach examples.  I have completed a repair installation, a complete uninstall and reinstall using the Adobe Tool to remove both Adobe DC and Adobe Reader.  I have confirmed that there are no updates available.  Ultimately, this means I am unable to print, change preferences, view properties or anything else under the "File" menu option within Adobe.  Any advice relevant is greatly appreciated.  Thanks.
