I can't click any buttons in agreement pop-up

When I use Acrobat, there is pop-up window about accept agreement but when I clicked any option on window, it just dissappear and pop-up again. I tried any advice that I search like use tab+enter or run as administrator, but nothing happens. Please tell me how to fix it.
