I can't export a JPG with hyperlinks as a PDF

Adobe gives the following instructions but for me, step 4 is missing. That is, File > Save As does not offer PDF as one of the options.  Everything works fine up til step 4.  I also looked under File>Export as and this also does not offer PDF as an option. I attached screenshots of both. 

 

Exporting a JPG with Hyperlinks as an Interactive PDF in Adobe Acrobat

To export a JPG with hyperlinks as an interactive PDF in Adobe Acrobat, follow these steps:

  1. Open your JPG file in Adobe Acrobat.
  2. Add hyperlinks to your JPG if you haven't done so already by going to Tools > Edit PDF > Link > Add or Edit. Drag a rectangle around the area you want to link, choose the link appearance, and set the destination (URL, file, or page view).
  3. Once your hyperlinks are set, go to File > Save As.
  4. In the Save As dialog, choose Adobe PDF from the format options.
  5. Click Settings to ensure that the interactive elements are included in the export. Make sure the Interactive Elements option is selected.
  6. Click Save to export your JPG as an interactive PDF.

This process will allow you to create an interactive PDF that retains the hyperlinks you added to your JPG image.

Step 4 isn't quite accurate to the way the Mac version works. You only get to choose the format (which will default to PDF) once you've chosen where you're saving the file.

More correctly, the order of operations would be:

3. Once your hyperlinks are set, go to File > Save As and select the preferred destination folder. (PDF isn't an available option for conversion because it's the default file format for saving from Acrobat)

4. In the Save as PDF dialogue, edit the filename as required. Adobe PDF Files will be the default under Format.

5. Settings only becomes available if Format is changed to Adobe PDF FIles, Optimised. Interactive elements will be included by default.

 

Presumably the process documented in your original post is out of date, or possibly geared toward Windows?

What do you see at File > Save As  ?
