I just started a new job, and we use quite a few VA forms. So I don't forget, I'm trying to modify this existing form to be able to highlight or somehow identify the minimum fields that need to have data entered. But I don't want this highlighting to appear on the printed document.

You have to have a version of Acrobat to edit the form fields and then you can set the required property for each required field. The highlighting feature is an end user preference so a user of the form could turn it off. To over come this you can use document level JavaScripts to turn it on and then restore the user's state before closing the form. Note this approach might change the user's preference which can be very upsetting to the end user.
