I need to have a pdf print as a scholary paper or display on a cell phone. I have not bought anything yet. how dod I do that or can it be done?

All PDF files can do that. In fact, that's the main reason the format was created, to be Portable (the "P" in "PDF") so it can be displayed equally well on any media or device.

yes but does it appear as an 8.5x11 document on the small screen or is it
adjusted to the size of the cell phone screen?
