In Acrobat Pro you can set any layer to be on or off by default upon opening the PDF in Acrobat or Acrobat Reader. Click on the layers icon (looks like a stack of pancakes) or go to View> Show/Hide> Navigation Panes> Layers. Click on a layer to highlight it and right click it or go to the fly-out menu to show layer properties, select on or off for the default property. You can also add buttons to your PDF to allow the viewer to show/hide the layers. Note that some PDF viewers do not honor PDF layers and might show all layers, regardless of the default settings.
